For the Olympics, it is a special honor to carry the torch and light the Olympic flame. And the Torchbearer Smurf is ready! There are several variations of this figure.
The 20030 Torchbearer Smurf by Schleich has two color variations. One with red shorts and the other with white shorts. There is a special Jubilee Torchbearer Smurf. It has the year 1978 and laurel stamped in gold on the back of his head. And there are two promotional Torchbearer Smurfs with either the UK or Belgian emblem on their shirt. There are even colorful mini-Smurf figures of the Torchbearer!

The Smurfs Sports Arena Display is from 1996. It is made out of cardboard and it measures 20.5 x 14 x 11.5 inches. It's a fun display for all of your sporty Smurfs!

   Smurfs Oilympic Stadium by National
The Smurf Oilympic Stadium display by National measures 13 x 17.5 x 2 inches. It is made out of cardborad. Notice the word Olympic is spelled Oilympic, which is quite fitting for the brand!
Each circle is for a specific sports Smurf and has a fun little description of that Smurf:
Super Fencer - Be on your guard against this one.
Super Hurdler - He's always leaps and bounds ahead of the others.
Super Bars Gymnast - The original strong arm Smurf, whose strength is unparalleled.
Super Pole-Vaulter - This champion is certainly top of the poll.
Super Rings Gymnast - The only Smurf that really swings. (You have to give him a hand to really do it though)
Super Basketball Player - Look out Harlem Globtrotters.
Super Weight-Lifter - Breaking the Oilympic record at 0.5 grammes.
Super Discus-Thrower - He can flatten the opposition in one throw.
Super Canoeist - He never rocks the boat.
Super Boxer - He's a real knock-out.
Oilympic Smurf - The first place space reserved for the Oilympic Smurf figurine.

The Smurfic Games was nominated for three Emmy awards at the 36th Emmy Awards in 1984.
Outstanding Animated Program Nominees:

This 8 x 10 Thanks for your Emmy nominations ad was from an entertainment trade magazine. It reads, "Audiences flipped. Now we'd like you to." It has a little cut out Smurf flip-book that you can make to show Papa Smurf light the flame!

Olympic Smurf boxes first had their markings removed with marker and then were redesigned to obscure the rings trademark with flowers. Eventually completely new boxes were made that did not reference the Olympics trademarks in any way. The fact that Scheich engaged in such drastic behavior leans towards the idea of not obtaining an IOC license.
Dixie on the other hand was licensed directly by the United States Olympic Committee. Dixie prominently featured a USOC seal saying "Official Sponsor". At the time, Schleich had no similar IOC brandings or statements.
Something compelled Schleich to remove the Olympic name and rings trademarks from the Smurf packaging. If retailers were asked to block out the rings logo, there may be a memorandum from Schleich or the retailers themselves instructing employees on what to do.
Conjecture posits that the need to change the boxes was immediate. Otherwise, why would they so hastily and haphazardly use marker to messily deface the offending trademark and package? Every defaced box I have seen has ostensibly unique hand-written marker scribbling different from the next.
Everything makes sense, and it's unfortunate Schleich went down this path. Though, it does make for good variants for those that collect boxes!
The only thought I would change from my original post after thinking about it some more and analyzing the marker scratches more carefully, is that I believe it WAS NOT marker, and the scratches WERE NOT all different.
In fact, the scratches were the same style and dimension because they were applied by a stamp and ink pad. This is what I believe, anyways.
If you touch the black scratches, you can feel they are textured/bumpy. Also, some are not as black (or faded) than others. I'm thinking to make things fast and efficient, Schleich made these stamps that had a rubber 'marker scratch' imprint on them, and their employees at the factory pressed the stamps on black ink pads and covered all the Olympic logos on the boxes. This is why the scratches are all the same. The only differences would be the position of where the person placed the stamp, and sometimes they were not perfect in covering up all the top and bottoms of the Olympic Rings. How dark the stamp scratch was depended on how much ink the person put on the stamp, or, how hard they pressed down on the box. And the texture we feel on the scratch is the ink that has dried.
Using a stamp would have made it more 'professional' and 'unifying' than allowing each person do do their own style of scratching on each box with markers.
Scheich might have also sent a stamp and ink pad to the retailers so they could do it, too. Maybe a store owner mailing these back to Schleich would have been too much trouble. Or, maybe retailers took the Olympic Super Smurfs off the shelves, and either waited for a Schleich representative to pick up, while delivering the new 'updated' Super Smurfs.
Anyways, these are just my opinions.

Here are two different original Olympia Schlumpf boxes for the 40503 Discus Thrower Smurf with the black scribble/scratch marks. Even the top of the box has the scribble as well. The scribble pattern between the two boxes is very similar!

And now look at the 40501 Cyclist Smurf box scribbles which look very similar to the 40503 Discus Thrower box scribbles.
Yet the other boxes have different scribbles shapes. The 40504 Fencing Smurf and 40506 Pole Vault Smurf each have unique scribbles from the other Olympic Smurfs.
The first box and a second box of the 40506 Pole Vault Smurf show a similar scribble pattern but shifted right/left. All three examples have the same shape of black scribble.
The three examples of the 40504 Fencing Smurf boxes all have a similar scribble pattern / shape to each other as well.

Zackmak, I think that you and Sassette are onto something. The scribbles are just too consistent for it to be chance. However implausible, the evidence supports the idea that the markings are repeated across multiple boxes.
As to the reasoning? I would love to know the rationale behind these markings.
