It's from the Onion. Kelly isn't a real cartoonist, he's fictional. But I still don't know what the point is. Is Amtrak up to something??? Or does "Kelly" just have a problem with Amtrak?? (Kelly has a lot of weird peccadilloes). Only Amtrak Smurf can solve this!!!!!

I think it's from some kind of training or safety video about cleaning out the traincar with the vents closed. I think they pump out all the air when they clean them and that's what happens if you forget to open the vents the whole thing implodes. Maybe Amtrak Smurf knows more, I guess.
