Forget the "Claw = Real IG" theory, this theory makes more sense! The Gadgetmobile... is a Transformer!
Don't believe me? Well...
1. In many TF media, the Transformers face appears on a TV screen within their vehicle mode (e.g. RID, Rescue Bots) just like with the Gadgetmobile in the live-action Disney films.
2. There are Transformers known as triple chargers which have 3 modes: 1 Robot mode and 2 vehicle modes. As seen in the cartoon, the Gadgetmobile can change from one car to another!
So, here's my theory:
Optimus Prime has assigned a lone Autobot to protect a bumbling idiot of the police officer... Inspector Gadget. We all know Penny and Brain secretly help him but that lone Autobot was also secretly helping him. As a car, he was duded the "Gadgetmobile" and has two car modes: 1 mini-van and 1 police car!
Another hint that he's a Transformer is that in Disney's "Inspector Gadget", he said "Who you're calling a car? I'm a crime-fighting machine!" and "Speed limit are for cars, not the Gadgetmobile" as if he doesn't know he's a car himself.
The Gadgetmobile has to protect Gadget from Soundwave, who is using a Pretender shell to disguise himself amongst humans, duding himself "Dr Claw" (which explains why he sound like Dr Claw in some episodes). He formed a terrorist agency known as MAD to help him take down Gadget and his Autobot ally.
Another hint is that Dr Claw has a cat named "MAD Cat". Well, MAD Cat is actually Ravage, one of Soundwave's cassettes, who has disguised himself as an ordinary cat just like his appearance in BW. His other cassettes are also working as MAD Men ("Lazerbeak, Rumble, Frenzy enject. Operation: Destroy Gadget").
This theory makes way more sense than Claw being the real Inspector Gadget since if he was, why would he erased his own ancestors if he knows it'll erased him? Also, speaking of Inspector Gadget and Transformers being connected, did AOE foreshadow Gadget's origin with KSI introducing Transformium? I mean, that stuff could be used to create Gadget's bionic replacement limps and gadgets.
