Is there any information about this smurf? Why does he have a gold wrench? Was this a special edition?

Hi, Willow! I've just found him here: link #1
I read on the info the figurine was out of stock. And sorry to tell you, but it really looked like to me an unlicensed one, due to the bad finishing, even though having the markings, very hard to be seen by the way.
I'll show you an experience of mine involving unlicensed Smurf figures: link #2.
They were exposed as the 50th Anniversay Smurf Set, launched in 2008. I took several pictures of all of them, including some close-ups and marking details.
