He means that they only have rights to broadcast the new animated series in North America, but they don't buy the Smurfs franchise outright.

(7/5) - TFOU, the kids’ programming strand of leading French commercial broadcaster TF1 who will premiering the brand new The Smurfs series (locally titled Les Schtroumpfs) as part of their Autumn/Winter 2020 programming highlights, has released new details about the new series!
The Smurfs will feature iconic Smurfs such as Joker Smurf and Baby Smurf, Grouchy Smurf and Musician Smurf, as well as the return of villains, such as wizard Gargamel and his cat, Azrael.
Smurfette has long been the only girl Smurf in the village, however, this will change in The Smurfs, when the Smurfs meet a "tribe" of girl Smurfs (Smurfettes)! Reckless, inventive and unpredictable, Smurfwillow, Smurfstorm, Smurfbuttercup and Smurfflower, among others will also accompany the Smurfs in their funny and thrilling adventures.
The Smurfs season one will have 52x13’ episodes as three 26-minute specials.

i want some really funny comedic moments and sound effects and of course heartwarming and cool moments too. and for the lost village smurfettes to shine too.

I just want the anonymous Smurfs to appear more and be more mischievous like in the comics. Have the series be more slice of life and focus on the Smurf community, instead of the preachy, lesson-learning Smurfs of the Hanna-Barbera cartoon.

There were some "preachy, lesson-learning" points in the comic books as well. Namely, the Finance Smurf, where in the end Papa Smurf tells the titular character that what works for humans -- like the money system -- doesn't necessarily work for Smurfs.

Yes, the Smurf King was the biggest example of this. But the main point of the comics was to make people laugh.

Speaking of the Hanna-Barbera cartoon, the pacing is slow compared to the recent Lost Village movie. The audio mixing is poor, for example, Gargamel and Azrael's laughter being heard separate instead of being mixed together. Even when you speed it up to 20 percent than normal, it's still the same.
Smurfette going "Boo-hoo" instead of actually sobbing whenever something goes wrong, due to the bad writing. Not to mention, she was kind of overly weepy on the show. The music, on the other hand, doesn't match the action at all, acting more like accompaniments than specific scores. And the music plays over the conversational dialogue instead of having pure silence for the dialogue to be heard, especially in the earlier seasons.
The animation isn't perfect either. Smurfs would be drawn horribly with thinner limbs or bigger heads in the earlier episodes. Clumsy's hat would be an ordinary Smurf hat and eyes would be drawn separate than joined. Their movements are so stiff and rigid, they hardly have customised poses and expressions for the most part. This is due to Hanna-Barbera using inexperienced animators for episodes, such as "The Purple Smurfs" and "Haunted Smurf".
In one scene, where Hefty gets bit by a purple Smurf, his transformation is animated bad and jerky like its the 60s "Beatles" cartoon. Try comparing it with a "Beatles" cartoon episode animated by the Australian team and you'll see why.

They were litterally using the exact same animators who were working on The Flintstones, Scooby Doo, etc... The early seasons looked like they came out in the 60s
