Easiest route - get a Ready to Wear Smurfette Costume.
Well I tried to be smurfette last year, but my search for things was limited.
Try and find some blue tights, or dye a pair of white pantyhose. You can use the thights for you arms and legs.
I think besides that the hardest thing, would be the hat. I wasn't talented enough to make a smurf hat.
Also check used clothes stores you probably can find a white dress if you don't anyready have one
