From what I looked at, the clown is actually Jokey Smurf! (Hint: "Nimm's Mit Humor") Ok, so here's what I did, if you type in "information on clown smurf figures", then you click on Smurf Wikia, then click on clown smurf, and you get this:

Hi there, Marbsu, smurfy welcome! Well, it seems that your cute little clown ("Nimm's mit Humor" - "Take it with humor") is very rare and belongs to Smurf Podium & Card, a variation of Smurf-a-Grams & Smurfs on Stands. Look at the podium back and observe whether it's got some remain of the card which could have been glued on it. You can see more of them here. Here's another rare example: Gift Smurf.
