What a cute INA Smurf you have!

The INA Smurfs are from 1983. There are six different INA Smurf figures in all. The bottom of the Smurf figure is marked, "ina 1983 (c) Peyo".
1) INA Doctor Smurf
2) INA Mallet Smurf
3) INA Chef Smurf
4) INA Shy Smurf
5) INA Schoolboy Smurf
6) INA Pirate Smurf

The INA Smurf figures are typically solid blue and made out of a rubbery material (almost feels like an eraser).
Some of these INA Smurfs have a little bit of hand-painting. For example, the eyebrows and mouth may be painted. And in the case of the INA Chef Smurf - the spoon is painted red / brown. The INA Pirate Smurf has his eye patch and belt painted black. The INA Doctor Smurf has his stethoscope and thermometer partially painted.

And less common are the INA Smurfs that are blue and white like a normal Smurf figure. These Smurfs are made out of white PVC. The Smurf's skin is painted blue. And the other details on the Smurf are painted as well (like your Chef Smurf). Notice that your Smurf's tail is painted black!

As for value... Smurf collectors do like collecting the promotional or "promo" Smurfs and this smurf is from 1983 (which makes it over 30 years old!). Your Smurf is a little more rare than just the solid blue INA Smurfs, plus it has a keychain! I would say this is a valued Smurf to collectors!
