Here are two Smurfs animation cels from the cartoon depicting the "Villagers".... which episode is this from? The cels are dated September 12, 1986.

I'm not sure, but I think it might be Brainy's Beastly Boo Boo. I haven't seen all the time travel episodes yet.

If you have those cels in your possession and the 1986 date can be verified, I can tell you that is definitely NOT from one of the time-travel episodes, which were produced in 1989.
Interestingly, 1986 was when Hanna-Barbera ended animation production of the series in Hollywood and outsourced it overseas for less expensive labor costs. Toei Animation, the famous Japanese anime studio that gave us "Sailor Moon", "Dragon Ball Z" and "Naruto", did most of the work for Seasons 6 and 7 and thankfully did not resort to the usual anime shortcuts or conventions as they did with "Muppet Babies". Compared to the hack jobs they did for Marvel Productions and other American studios, Toei's projects for Hanna-Barbera was probably their best contract work ever.
I'm sure Toei's animators were screaming with delight "Ah! Papa Smaafu to Smaafetto irrashaimase! Ogenki desu ka?" (Translation: "Oh wow! Welcome, Papa Smurf and Smurfette! How are you?") when the studio landed the contract. (I speak Japanese, along with Spanish, Hawaiian Pidgin English and of course Smurf.)

Could it be "The Royal Drum" from Season 6 (1986-1987)? Here's the plot from Smurfs Cartoon Episode Guide: "Princess Amani from Africa visits King Gerard, and her royal drum attracts the attention of a couple of thieves."

I would have to say "The Royal Drum", as that is the only episode I know from 1986 that has Africans in it.

Did Bignose and Bigmouth get married???! I didn't remember Richrod Smurf!!!! I always love them when they bicker it is so funny!!!! Great animation cel find Sassette!

It's implied that they did, because in the episode "Bringing Up Bigfeet" they were living in the same house together.
