So is Treebark Brew like coffee? I can't picture Handy Smurf, much less Papa Smurf, imbiding alcohol while on the job.

Tapper's Tavern is basically an after-working-hours getaway location created for the Smurfs in the EMPATH: The Luckiest Smurf fanfiction series. The only drinking of any alcoholic beverages mainly takes place there, and as we see in this page, Tapper serves more than just sarsaparilla ale, which is their main alcoholic beverage, though a non-alchohol version of it is also made by the Smurf brewer and barkeep Tapper.
As for what inspired the creation of Tapper's Tavern, there's a one-page vignette that appeared in the Marvel Comics SMURFS three-issue mini-series, where a Smurf with a dowsing rod detects some sort of water that makes him and whoever drinks it rather drunk...and as a bigger final panel reveals, it is the accidental discovery of Papa Smurf brewing up what he called sarsaparilla brandy.
The character name Tapper comes from the title of a Bally/Midway arcade game from 1984, which features a barkeep who must keep his customers satisfied and out the door by serving them beer (or in some versions, root beer).
