First question: not in any manner that would even suggest impropriety, if you know what that word means.
Second question: no.

Why would you even ask those questions? It's just a cartoon.

One of the ideas I have for an Empath short story, strangely to say, deals with the issue of impropriety -- one of them being young Empath's misunderstanding of Papa Smurf's actions on a hike that almost kills Papa Smurf.

Alright. First, it's only a cartoon for young children. No mention on the show of anyone, erm, 'smurfing' smurfette.
Second, there are fanfiction stories (both mine and Vic George) that do their best to explain the origin of the Smurfs.
If you are interested in checking mine out you can find them on my website: www.theravenchild.com and on www.fanfiction.net
It begins with the first story called "The Smurfette Village".
Take Care. Raven Child.

And there's also Vic George's Imaginarium, which features the EMPATH: The Luckiest Smurf series of fanfiction stories.
