Your mystery smurf is a Kinder Egg Smurf... The Shiver Smurf with the pink scarf is from the Kinder Ferrero Set featuring Soccer Smurfs (known as Footballer Smurfs in Europe). This set was released in 1990.

1990 Kinder Smurfs - Soccer Set

KINDER SMURFS - Kinder Smurfs are little Smurfs that come from Kinder Surprise chocolate eggs. Each egg has a little toy inside. Each toy comes with a sheet of paper (called "BPZ") that shows the whole set and a cute little comic (shown above). You have to assemble the Smurf together when you first open the egg. Kinder Eggs come with a variety of toys inside, not just Smurfs.

I think it may be a modified pupil smurf, but hoping it's real.
