With regard to videos - some discount stores stock them. Last year, around Christmas, a few US east coast Safeway stores had some. In some parts of Canada, SuperStore stocked the videos as well. They are most probably long gone, however.
With regard to the figurines, your best bet is either Dealtime or eBay. As well, I have personally dealt with Fun For All Toys as well as The Cool Toy Shop and received excellent service.
As for used smurfs - the forums here are the place to be! There are lots of people that have stuff for sale. Just post what you're searching for and help will come! Perhaps posting a list would help, too.
I'm sure in time you'll find the Smurfs you're looking for - keep us all posted as to how you're doing! And please don't hesitate to ask questions!
